You can't ever have less than 1 or more than 10 in a stat for any reason. Only in fallout tactics. You special stat will go up to 11, same with beers or other drugs. No, they don't go past 10. Not ever, for any reason. You can stack however much stuff you want, but you can never have more than an effective 10.
